2 small questions

is it possible to make a character with only one arm?
if so, can i latter on create a construct arm for him

Umm...there's no real rules for having a one armed character BUT there -are- rules for grafting on arms which would involve you taking off one arm as it is.
IIRC, there are only three books with Grafts featured in them. Libris Mortis, Magic of Eberron, and Lords of Madness (Lords of Madness features a prestige class involving grafts too).

by arms do you mean weapons or do you mean an actual arm, also am i able to weild weapons in the crafted arm

Yeah, it'll otherwise function just like your previous appendage. Grafts can go on nearly anything btw, not just arms. And I do mean an actual arm with a hand and fingers and all.
All grafts however do have a penalty when attaching them, usually a permanent one. For instance, a Deathless Graft "Arm of the Ancestors," reduces your maximum hit points by 4 and dexterity by 2 to have it grafted on.

do some grafts provide positive benefits in like a symbiotic way ?

Well there's no symbiotic benefits, but each graft has its own set of benefits. For instance, the deathless arm I mentioned also grants a bonus to certain skills, weapon damage rolls and the ability to channel positive energy through your arm, curing living creatures or damaging undead creatures.

There is also the Silver Arm of Ergoth from Dragonlance but it is considered an artifact and has some powers:
The arm contained the ability to heal wounds or regenerate lost limbs.
And I think the arm have the owner 18/00 strength (old 1st & 2nd edition rules) in that arm only. It was possessed by Theros Ironfeld in the Dragonlance Chronicles.

cool so they can be stratigic options to them aswell, not just something there to taunt you about the loss of an appendage thank you for clearing this up
