SoZ: Unable to locate certain npc's

Alright here is my third thread in just 2 days, sorry about that but storm of zehir has it's share of bugs :)

After finally arriving at the sword coast I stop at West Harbor. Somewhere between Leilon and WH, I was supposed to have run across Liam tied to a tree. Never found him so exactly where is he or what triggers the encounter? Next stop was CK and then on to NW. In front of the temple I was supposed to talk to Phineas the Sensate. He wasn't there and I searched all around for him. What actually triggers the scene with him?

I encountered Lilam at the very end of the game, not right after entering the Sword Coast.

Liam's appearance is one of the special OLM encounters, so the timing of it is somewhat random. The location is PROBABLY not fixed as well although it should be close to west harbor.

Phineas won't appear until after you select your cartel AND talk to the cartel representative about special work. IIRC that requires that you upgrade your standing in the cartel by one slot.

I found out why I couldn't see Phineas. It seems you have to finish the Port Llast quest you get from your cartel. After you finish by talking to the cartel representative he/she will either tell you that he is outside or you have to ask her for special work first.
