I am getting back into oblivion to finish it and I am wondering what order you install patches/simple mods for best effect.

I am going to install Vanilla Oblivion first, but then do you go straight to Shivering Isles installation or do you do the official and unofficial patches first?

Lastly, the mods I am using are as follows:

Qarls Texture pack 3 redimized
Qarls LOD 4096
Martigen's Monster Mod
Francesco's Leveled Creature mod
Various texture replacements

Any specific order for those to work properly? Thank you very much.

Install the core game, then install SI. It patches the core game. Then install the SI official patch.

You should also download the so-called "unofficial official" series of patches, at that point. There's one for the core game, and one for SI. Each fixes a ton of errors left in the products.

Then install any texture replacements you've got. Follow that with other mods. Check the latter to make sure there are no conflicts, and look for recommendations of loading order. For example, Francesco's probably should be loaded after Martigan's, since you want Martigan's new critters to be affected by Francesco's leveling.
