What does "Tel" mean?

I've always wondered some of the name origins of a lot of the places in Morrowind, and one of them is "Tel" I learned today that Tel means hill in Hebrew, but this doesn't make sense because none of the Tel cities are on hills. The developers might have just thought Tel Aviv (in Israel) sounded cool? Any ideas why Tel is so popular in Morrowind?

I'm not 100% sure, but I think "tel" means tower.

Tel reffers to House Telvanni, One of three Great houses Of Vardenfell Island that you can join.

They are totally unscroupulous Magic users (some of them centuries old), and control much of the Eastern coast.

Much more than that would have to be asked in the Lore forums over at Bethesda.
