I am trying to get into the Citadel but Doctor Li wont leave the Taft Tunnels. She says on the the other NPC's who is following us (cant think of his name) has a heart problem and needs medical help. She says he needs a stim pack but any time i tried giving him or her one it wont let me.

Is there some other medicine that I need to use? If so where can I get it.

Stimpaks are what Dr Li needs.
When the dialogue was initated, did you have any in your inventory? If you had enough, she should had taken them automatically. If not, I'm not sure how to give those to her, perhaps trying to initiate dialogue with her?
