Guards in bandit quest won't talk

I'm in the Docks dist now and doing the bandit quests so I can get into the Blacklake dist...I spoke to 3 of the sargents at the guardposts and it went okay..talked to the last one and it says "continue 1"...I press on it and the option to talk just goes away and I can't complete the quest. Is there any way to fix this or maybe even just attack them? (which I really don't want to do) I don't know how to force an attack. This is like the 3rd time already I couldn't complete a quest because of a bug..becoming really disappointed with this game
