Tribunal (spoiler? maybe?)

Well in my game Amalexia has told me to activate a machine that will cause ash storms in Mornhold cant think of the name of it right off hand. I explored the ruins and i cant find it anywhere. and I get to this passageway but it's blocked by rocks and there is no way around it. what am i supposed to do?
