Is it True?
When i lvl up does the enemy get stronger?
my brother say so.

yes, it's true. It was one of the things that makes this game so terrible. I'm pretty sure you can find many things about this on the web or even here on gamebanshee. It's best to stay low of level. Level once in a while until level 9 or so and then stop. Unless you want to make the game unreasonable hard.

But with the punishment comes reward. The Enemy gets better loot for you to take.

I wouldnt say "unreasonably hard" at least not at lvl 10 or so. The key is using your "minor skills" more than using your "major skills". Seeing as your minor skills can level indefinately and you wont gain a level it is a good way to stay on par with the newer baddies you meet.

I would recommend not using the premade classes or you are definately in for a rough ride, i.e the Assassin gets what security, sneak, acrobatics, marksman, light armor, blade, alchemy as majors. Yeah, gonna get hard to stay alive real fast.

Just my 2 cents.

You just don't have to level. Take what ever major skills you want, just don't level => Don't sleep. My character just heals himself with the restoration spell you gain in the beginning.

My previous char. suddenly gained an enormous emount of level-ups. Since I didn't knew that the game was level scaled, I went to level 23 or so. Suddenly bandits with deadric armors killed in 2 hits, goblins were suddenly impossible, etc. You can see at what level these things start to happen at the uesp wiki site. I believe if you look overall, level 9 is the best.

Equipment counts too,
I'm on high level now, but with good enchanted equipments, I never had any hard time (yet)

If you have trouble killing people, just press start, go to options, then put the difficulty all the way down, that's what i always do, you'll defeat anything in less than 5 seconds.

You'll probably kill everything in 5 seconds then, but if you have to turn down the slider to the minimum to just defeat a goblin, something is seriously wrong. Also, what if I want to play with a guy who only haves non-combat skills? Even with the slider down, I wouldn't be able to kill those guys on high levels. And what's the point of having better equipment on high levels if the enemies are also stronger? I enjoyed the game ALOT more on low levels.

Let the enemy hurt themselves (100% Reflect Damage, except arrows). The stronger their attack, the better

But with the right leveling, you can balance the enemy
or even overpower them.

Improve your Endurance first, followed by Strength, Intelligence/Willpower....
Well, the most useful/important Attributes come first

Turning the slider down will help, but its better to play with it up because I feel bad when I have to turn it down. Also goblin shamens/SI counterparts are soo hard to kill if its even possible at level 44 :( I dont go anywhere near them unless I have to.

I use OOO. It makes the levelling system much better but the game still remains challenging but in a more logical way.

I have to disagree for once ML, I thought OOO made the level scaling even worse.

I didn't actually play much Oblivion much without it. I finished Kvatch and thought "this is too easy." So I downloaded OOO and I found it better. It does make it a lot harder but I'm hoping it'll be more easy on higher levels. I've not actually ever levelled that high. I think my current Character is only about 14 and that's the highest I've gone. I'm still in the experimental stage but I've found OOO with normal level up rates works well.

If you follow the logical path that the storyline leads you down; deliver the amulet, go straight to Kvatch, then yes it is extremely easy. However if you get diverted from that path and start doing guild quests first, it Kvatch can bvecome very difficult. This is especially true if you aren't aware of the pitfalls of the levelling system, on the other hand if you are aware and use the levelling system against itself the game becomes a stroll in the park, even with OOO or Francesca's levling system in place. If you're running a mage character ot's even easier, even with Drain Health crippled in OOO it's still extremely easy to go through the game, too easy by far IMO. Something I'm trying to work on, but I doubt very much I'll gt anywhere near completion.

What I preferred about Fran's system is that it's completely modulated, you can choose which elements you use and change it almost at will, until you get the balance you desire.

I like to level up because the items get stronger as well as the enemies. I'm working on getting to level 21 right now so I can get the most out of my Knights of Nine expansion.

im about lvl 9 so far with lvl 90 heavy armor and im planing on going to some of the very highest levels and i dont plan to stop, but i might ask to clarify ... how hard is it going to be at lvl 20 cause from what i hear im gonna be screwed :( :( :(

It's not that hard,
If you always get 15 Attributes per level (the important three), then it would be easy, like Galraen said: if you are aware and use the levelling system against itself the game becomes a stroll in the park.

When you reach level 20++, you would begin to realize the importance of equipment (lv 27 with Iron?)

Although David answered you question already I have to say otherwise. I got The Elder Scrolls Oblivion IV when it first came out, and I am now level 19. So if you go by my pace, it'll take around 4-6 months to get to level 20, unless you get lucky of course [Level Up 1-3 times in a row, or have a short time in-between level ups.] And as I said before..[I Think?].. If you do the Hormeaus Mora Shrine, [Small Spoiler] He'll most likely get your 1-3 level ups [It was 3 for me.]

I just downloaded a simple mod which makes skills increase 5x slower (which means I level once for every 5 levels in vanilla oblivion). This gives me a chance to catch-up with the baddies. I get the proper spells, enchantments and equipment when I actually need them and I can actually keep up with the critters and the higher levels aren't quite as difficult. This is especially useful for magical skills, but it takes damn forever to level up combat skills. But that's fine.
