Missing content?

I recently created a small mod that allowed the PC to cross the borders, and removed that annoying 'you must turn back' message.
So whilst experimenting I crossed the border NE of Cheydinhal into Morrowind, and kept going wondering when I ws going to run out of forest. Eventually I stopped and took
this screenshot. To give you an idea how far into Morrowind I was when I took that
see this shot!
Now going to the trouble of laying down all that forest when, without tinkering, the player is never going to come close to seeing it makes absolutely no sense. Which leaves me thinking that there was originally planned to be much more content and land to explore than we ended up getting. Has anyone heard anything about this? Are there going to be third party attempts to restore it if there is lost content?

It's all automatically generated I think. Like Morrowind had infinite ocean, Oblivion has infinite forest.
I've never got the turn back message. Is that removed by OOO?

The forest did stop not far from where I took that shot actually NL, in fact if I'd turned east and taken it I don't think there would have been any trees.
As for not getting the message, I don't think OOO removes it, but I never played with Oscuros mod for very long, I didn't like it, I preferred Francesco's mod, although I'm currently trying to create my own tweak mod. Hence testing the borderless tweak.

Cool. Did you see anything else out there? Maybe some animal's of some sort? I want them to make downloadable content that will bring back Kvatch. And I heard on another game site that they weren't going to make anymore content for Oblivion, But who knows, It could change.

That forest may be automatically generated. Most of the trees are. That little patch of ground probably has some kind of ideal slope, altitude and latitude. There's probably some random factor too.
The edges of Cyrodill aren't like Morrowind in the sense that they stretch on forever. If you continue on long enough (pack a sandwich) you'll eventually fall off the map, straight into the LOD map. It also goes to show you how bored I eventually became with this game to even try that.

I'm pretty sure those trees weren't randomly generated, Too well placed height wise, none of them hovering in mid-air as one would expect given the varying height of the land. The denseness was greater than you get elsewhere too, and the forest din't actually start until you were well ovr the border. Strange.
No wildlife though, or farmable flora Argonian Thief, just well laid out forest.
There is a third party Kvatch rebuilt, you can find it

What does it look like from high above? Maybe somebody left it on purpose. Like a signature.

That's a thought, but I was wondering if maybe it was used, or intended to be used for a quest, on similar lines to the Pale Pass quest you get from the Countess of Bruma.
