Short answer: he can't. But both Rumsfeld and Cheney have been doing so. And when asked for proof that Iraq had nuclear weapons, Cheney said that the proof lay in the fact, and I quote that "Hussein was another Hitler, and had nuclear, chemical, and biological weapons." The Washington Post quoted him in a feature article, and claimed it represented an effort by the US government to "open up" and present "more proof."
