Okay then where is this white dragon, is she in the watcher's keep?

It's on the third level, but there is no white dragon. You'll encounter this Master Wraith who commands a small army of enslaved ghosts who attack you. You can loot the White Dragon Scales off one of their corpses.

Can you get scales off the silver dragon? if not what do you get
