I don't think so. I think of it as Neutral meaning not leaning one way or the other, and chaotic as not having order.

True, but neutral as I see it is in the middle of a range between good and evil. Any action you make, will be interpreted by those who observe your action. Your actions would have to be viewed by someone elses perceptions as good or evil. You yourself aren't really doing good or evil as you would define it.
