You are indeed correct. Although your diagrams were a little difficult to follow.

If you look at the diagrams, you will see that the 'before' boxes total 36 men, and the 'after' boxes total 27 men.

@Veh - though I had different cell formation it did work!
The truth is these type of puzzles do not come to me that easily, so though I may not always take the most obvious course - the logic works lol!
I am not sure about the next one though - I have tried the most logical route (to me!) but it does not work - could be points for Xandax...I will keep at it though...
