Everyone gets issues repeated. There are only so many, and you get them randomly (there is nothing to make sure you only get new ones). I got my first repeat yesterday.
I've thought about the UN, but I'm not sure how many issues it overrides, and whether it imits which issues you can get (since the UN may pass a resolution that voting is legal but not forced which would make the issue about what to do with elections worthless for you to have).

Yeah, I'd just as soon not join the UN. I may not know much about UN practices IRL, but UN practices in the game Civilization 4 make me wince. I would never join the UN unless I happened to be in charge, so I can be the one who decides what issues come and which ones get dismissed.
I have yet to have had an issue repeat on me. Despite my bad memory and forgetting what most of my past issues were, I would recognize one if it came up again. And none have yet.
I'm stuck between two different yet strangely-linked issues. Abortion and "designer babies." Despite what certain banned members may think, I'm all for a woman's right to choose, but the options in the abortion issue made me a bit hesitant to jump to choose. And the designer babies issue... That's just touchy. I'm all for eliminating genetic defects--asthma being one of them
--and I'm definitely up for getting rid of stupidity, like the owner of the facility suggests, but the allure of genetically-enhanced super soldiers to someone as gung ho for strict control on the country... -swoons-

I had to choose between four options, two of which really held my interest (the other two were anti-abortion, one who did it for the rights of the unborn babies, the other because it was immoral and against God's wishes). So either legalize abortion in its entirety, or legalize abortion and maintain population numbers by instituting a "one-child" family law, plus selling "extraneous" children into indentured servitude abroad. The latter idea did have some appeal, but meh.

Unfortunately the game does not give you the luxury of being reasonable. Almost every stance I've seen is an extreme of either tight-fisted militiristic control or compulsury sex just so everyone can be forced to have abortions. I don't really appreciate the extremist options, but I still log in so I guess they're doing something right.

They eat my crops, they attack my livestock and they're breeding so quickly they're swamping the environment! We can't make a living like this! You've got to give us the funds and manpower to shoot anything that comes within a mile of our property and put an end to these freaks of nature! We must wipe these creatures out now or before you know it all we'll be eating is fish."

"We can't just destroy these creatures!" exclaimed Charles Silk, owner of Breghte's biggest safari park. "They may look ugly to you, but I think they're just beautiful.
