That's another problem with swords with special abilities. Like spells, it does take time to take effect. Vampires are just so fast with thier level drain, you don't get enough time in between attacks to counterattack...
I love the Amulet of Power. To bad you can't put it on true-class fighters.

Daystar is a way to get more than one person using sunray at once (assuming you have one cleric), and that, to me, is a supreme tactic for dealing with those amazingly annoying vampires.

The 1000 damage I believe comes because the Sunray has a chance of automatically destroying any undead creature.. meaning whatever their hitpoints are, it will deal that much damage assuming they fail their save, automatically destroying them. The lich on the Unseeing Eye quest I killed about 50% of the time with 1 sunray.. all other times it did like 50-70 damage to him. If you're only dealing 12 or some od damage ... hmm..sounds like there's a problem. Maybe the damage is multiplied by your level or something? Not sure.

mixed tactics
when fighting kangaxx i found the best way to defeat him and the easiest was definatly to get minsc in berserker mode and send him to the tomb alone with my main charater just of the stairs leading to the tomb minsc will batter him till kangaxx changes while this is happening my main charater turns into slayer then takes over from minsc (well that was the plan kangaxx caged him before i could get there however got a freedom scroll went back got minsc and all his stuff was still on him minus 2 healing potions) slayer will pound him till theres nothing left then you get the ring TO VICTORY.

Sunray can be saved against, like almost every spell in the game. When a monster saves against the effects or has spell protections, the damage is quite ordinary. Take into account higher level monsters have better saves, I personally don't remember 1 hit killing Liches with Sunray. I do have fun instant killing groups of vampires who very rarely make the save in my games. The trick is use, using the Daystar at the wrong time (like any spell) limits its effects.
Edit: Sunray is also scaled relative to the caster's level.
I usually tank lots of undead and have a mage use Daystar nearby.
When a monster fails to save the effects are quite spectacular.
