Brother MFC drivers have a tendency to install heaps of small programs for all it's various capabilities and the drivers are loaded independently of the windows startup group and registry 'run' section. If you're not using it remove the driver and all associated software.

I've got a few files that were "in use" and couldn't be removed, despite not having been invoked by a user-run program in the last week or more: BRMFPMON.DLL, and DEVINS13.DLL. Keep, or delete?

BRMFPMON.DLL will be the Brother MFC Print Monitor, and at a guess DEVINS13.DLL is part of an installation program. The first one can definitely go, but I'm not entirely sure what the second one is. If neither have been used for a while then you should be OK to remove them.
