I wouldn't mind paying $70 if it was the complete original big box with printed manual and inserts and it was in good condition.
(PS:T happens to be one of the RPGs that I have yet to buy)

People who ask such high prices for an old game just do that because they know the game isn't been sold in the stores anymore.
Some stores also ask sometimes too much for an old game. CoD 4 for example was long time the same price; about €54,95. Even when WaW was out. Now since MW2 is released the price finally dropped.
For those who don't know it yet; Planescape can now be bought from GoG. For the little price of $ 9,95. I wonder if that means the same price in Euro's or that they handle the exchange rates.

I'm pretty sure they have the same price worldwide.

As a European buying from GOG, it'll use the exchange rate of the day the money is withdrawn from your credit card.
So it is $9.95 for Europeans as well.

If I recall, the reason CoD 4 is still sold at the same price until the release of Modern Warfare 2 is because of its popularity even though it is way past the release date. The former is more to its rarity as you pointed out (and probably the owners wanting to earn some extra cash from the original price they paid for). Two very different situations if you ask me.
But for someone to pay $60 - $70 for a game that came out ages ago, that screams desperation.
