Who ever asked if you can negate an issue? Yes you can, there is a very small supply of issues and they repeat when you run out, just be patient.

She was asking more along the lines of ...
I vote that I want to cut the tax rate. Then later decide I want to raise taxes back to what they were. Can I find that specific issue intentionally and change my vote.
So looking for a list of past issues that you can manually edit at a later date as your mood changes. And for that request, no there is nothing to do (other than wait for it to reappear as you said).

I understand, what you were saying, but the best thing to do if you really screw up is to abandon your nation entirely (See if you can get what ever they have for mods in that place to get rid of your nation, and start anew.

Hmm, I guess that if you don't accept all extreme political agendas you end up outlawing their right to an opinion all together.
...and extreme political groups are outlawed.
In fact I just allowed the Nazis to rally.... how is that outlawing extreme political views? Just because I didn't follow 1 extreme demand I outlaw all extremists? I guess this game doesn't really allow you to be a balanced government... you have to be some form of extreme since any decision you make is amplified into the realms of outrageousness.
Bush is a moderate compared to the outcomes of the most neutral decision on this site.
Now I wish my next issue would show up already.

Well, really, Bush, and most major politicians are fairly moderate, there are a few issues that basically seperate lefties from righties today (atleast in the USA), those being abortion, death penalty, and taxes. Now I need sleep.

That's bizarre. When I got that issue, I allowed the Nazis to rally, and instead of that outlawing extreme political parties, it put "the tenet of free speech is held dear."
