i have 3 cats. One kitten that has an obsession with chewing on feet.

Purely Eating, it starts chewing at about the knee and then works down until he finds the flesh of your feet.

I guess hugging and cuddling it is out of the question?

Well he is nice about 1 hour of the day, where you can sit there and cuddle him, but other than that he just chews and gnaws.

"Just give him to me for a week I'm sure I'll have him whipped into suitable purring cat shape in no time

I don't know he is one playful cat, he doesn't use his claws at all, he is not nasty, he just doesn't have anyone/thing to play with.
