Background

On the shore in Velen West, you'll find a corpse carrying a Water-Damaged Letter (#1). Reading the letter will trigger the quest.


Walkthrough

From the letter you'll learn that the corpse was a smuggler who was transporting a pair of packages. You'll find the packages in the water to the north (#2). You might need to turn on your witcher senses to spot them. You'll encounter two drowners swimming by the packages, so be sure to have your crossbow ready so you can shoot them underwater. The two packages will have random contents. Looting them will complete the quest.
