Background

You'll receive this quest from a shady merchant in Velen North (#1).


Walkthrough

The merchant will inform you that the only way to pass through the border post to the north (#3) is with a Transit Pass, which -- just by coincidence -- he'll have available to sell you. To complete this quest, you'll have to pay for the pass, but you'll have three options:

• You can meet the merchant's initial demand of 100 crowns.
  
  
• You can help the merchant's bother-in-law Albin Hart (#4) by completing the quest Bitter Harvest, which will cause the merchant to reduce his price to 25 crowns.
  
  
• You can use Delusion 1 on the merchant to get him to reduce his price to 50 crowns.

Regardless of your choice, you'll receive a Transit Pass at the end of the quest.

Note: You can also get a Letter of Safe Conduct (which is exactly the same thing as a Transit Pass) by completing the quest Contract: Woodland Beast for the nearby captain of the guard (#2).
