You'll find the "townclerks" on the upper floor of the town hall in the Trade Quarter. Most of them won't talk to you, but two of them will (or maybe it's random), so keep clicking on them until one says, "Yes?" At that point, if you say, "You're a naughty girl," and then give her a Diamond, she'll agree to sleep with you.
