Not sure about weapon damage, but Alacrity definitely speeds up 1-hand melee as well. I use it well with my shielder.

The system looks for the highest total % on a single character. So yes, the NPC's that are human get the 10% bonus added to whatever items they have.

If you're looking to max it out, a human is needed for that extra 10%. See the thread about maxing the magic find.

That's because every time he leaps into the ground he "dies" although he only drops the stone if you slammed him down to zero. Sorry, not true.
