Wizards can cast their full complement of spells in a battle, it's just that they have to pick which ones they think they're going to need in advance. Please just consult the manual for questions like this. Even if you've pirated the game, it comes in .pdf format with the installation.

The background icon for the 'belt' slot you mention looks more like a gemstone than a belt to me, I'd have assumed it was a miscellaneous item slot. Musical instruments go in the slot above that one.
