Ahh, a contract that's been sanctioned by the Black Hand itself. Adamus Phillida is the Imperial Legion captain that has spent his entire career investigating the Dark Brotherhood. His years of service have come to an end, though. He has recently gone into retirement and is staying as an honored guest within the city watch barracks in Leyawiin.
To make Adamus pay for so many years of anguish, the Black Hand has sanctioned the use of the Rose of Sithis, an enchanted arrow that will kill Adamus instantly. However, the arrow cannot pierce armor, so you must track his schedule and find the perfect moment when he isn't wearing any armor. To receive a bonus for this contract, Ocheeva tells you that you must send a message. Once Adamus is killed, sever his finger with the Imperial Legion signet ring and place it in the desk of his successor at the Imperial City prison barracks.
When you arrive in Leyawiin, you're going to need to do a little bit of surveillance. Granted, you can enter battle with Adamus when you find him, but he's crazy tough and the arrow will alleviate any struggles you might have with him. Wait outside the city watch barracks until Adamus and his bodyguard emerge, then speak with the bodyguard to learn that he maintains a daily regiment that includes a swim in the nearby pool of water.
Phillida's daily swim is the perfect opportunity to strike him with the Rose of Sithis. At around 3:00pm, Adamus will show up at the stone stairway that leads down into the water. Wait for him to remove his armor and enter the water, then let the Rose of Sithis fly and send Adamus to the Void. Make sure his bodyguard didn't see anything, then jump into the water and grab the finger from his corpse. You'll also notice that Adamus carries seven different keys, so grab those as well for future use.
Make your way to the Imperial City Prison district and enter the office building to your left using the Imperial Watch Office Key. Open the locked desk (average difficulty), place the finger inside, then make the trek back to the Dark Brotherhood Sanctuary in Cheydinhal.
Ocheeva is very pleased when you return. In addition to your regular payment of 100 Gold, she awards you another 500 Gold for sending a message with the severed finger. You'll be proceeding to the Of Secret And Shadow quest next.
