After installing Bethesda Softworks' official Horse Armor plug-in, you'll discover a Horse Armor Note from Snak gra-Bura of the Chestnut Handy Stables (this note appears immediately if you've loaded a game in progress or just after the death of Uriel Septim if you've started a new game). The notice claims that Snak will outfit a horse with armor at no charge to anyone who presents the note to her.

You should obviously take advantage of the offer (that's why you bought the plug-in, right?), so fast-travel to the Chestnut Handy Stables just outside Imperial City's main west gate and speak with Snak gra-Bura. When you tell her that you're here about the horse armor, she offers you the option of outfitting your horse with either steel or elven barding. Once your selection has been made, Snak takes the notice from you and immediately sets to work on your horse. If you own multiple horses, she'll outfit the last one you rode. If you don't own any horses whatsoever, she'll actually give you one for free, though it's a very frail and generic breed that will easily get killed even when armored.

Outfitting your horse with armor is totally optional, but it does increase their hit points by a considerable margin, so it's a good idea to make use of the offer if/when it becomes available to you. If you need to outfit another horse at a later time, you can simply return to Snak gra-Bura and pay her 500 Gold to get the same exact service.
