For this quest, your task is to kill a Khajiit named J'Ghasta in the city of Bruma. Lucien explains that J'Ghasta is a master of unarmed combat and could prove to be a challenging opponent. He also tells you that J'Ghasta is expecting trouble, and has bribed the local guards to look the other way should a fight break out. This apparently means that you can fight out in the streets if need be.
J'Ghasta's home can be found three doors down to your left when you arrive at Bruma's east gate. Both the main floor and basement seem vacant, but if you look underneath the folded cloth behind the stairway, you'll notice a trap door leading down to a "secret training room." This is where you'll be encountering J'Ghasta, so prepare yourself for a fairly difficult battle.
J'Ghasta is surrounded by a few training bags, so use those to your advantage to evade his very powerful fists. Remember that the guards won't intervene in this fight, so feel free to zone into the house and out into the city if need be. When the Khajiit finally falls, you'll get a message that your next destination is under the Old Bridge, just south of Imperial City.
Since you've already been to the Inn of Ill Omen, that's probably the best place to travel to next. From there, take the road north until you reach the Old Bridge. When you arrive, hop down into the water and pry open the rotten box you find underneath. Inside you'll find your usual 500 Gold payment and a fourth set of orders from Lucien. Your next task is to kill an Argonian hunter named Shaleez in the Final Justice quest.
