The combat demo will feature the entire Arena district and will have NPCs. All quest content will be disabled though. You'll be able to talk to the arena master and interact (sell/buy) with traders.

Is it possible the demo will be released this month?

Everything is possible.
It's possible. Can't be more specific.

Will the demo enable us to go through the whole character creation process or will the choices be limited for practical reasons?

The entire process if you call choosing a background and distributing stat and skill points a process.
