We wanted the first effort to be available for new players since we were advertising Peter's contributions and felt they should not be experienced only by long-term players. This led to us choosing to have computer-controlled characters that were reserved for Peter's use immediately upon leaving the tutorials. We didn't know how long the process would take, since we had never done it before, yet there were marketing pressures and deadlines that meant we needed to have months of lead time for making announcements. We made our best informed guesses as to how long it would take, and started the marketing and development. Peter's team was given guided tours through the game, and would play it independently. We had phone conferences discussing the balances of morality, the 11 races' concepts of religion, world and culture.
