Instead of having one guildmaster, the priest guild essentially has three: Dynschall LaVelisi, Lavos Gallian, and Rafael Leonallomen. You can find them all in the Temple of the Nine Gods in North Cyan.
To get the vote of the priest guild, you’ll need to convince two of the three guildmasters to support you. Dynchall will never agree, and Lavos will agree as soon as you’ve talked to her. That leaves the decision to Rafael. Fortunately, Rafael is greedy, and you can buy his vote for 1700-2000 gold.
