Serah Blackhand is the landowner guildmaster. You can find her at her office in the Guildhall in North Cyan.
To gain Serah’s vote, you’ll have to kill the goblins in the Goblin Caves in the Emerald Hills, and then return the goblin head from the goblin chief to her. Once you’ve done that, you’ll also earn 1000 experience and 200 gold, and Serah will offer to sell you the Haunted Mansion in North Cyan.
Completing Serah’s quest will also allow you to delay the election three times, which will give you the opportunity to complete more quests and make your character more powerful, so it’s a quest you should always accept.
