.ini tweak, fog of war?

I seem to recall it was possible to extend the 'Fog of War', the visual barrier to limit FPS drops in large areas (Vienna, among others), with some kind of setting, possibly an .ini file tweak. Does anyone remember what it was? I've been firing queries at Google with no success.
