It's at the back of the Red Spot and you can only enter it from the outside at first. That's why I chose that place .

Hmm. So it's inside and you have to open a door in back of Red Spot? I looked in back of all the buildings but never went into any back doors thinking it was just going to take me inside the building where I had already been. I'll check it out again.
