If you are a Nosferatu you have to steal the purse behind the waitress. But if you are another clan it could be a bug.

This is not the easiest of quests to gain. First, I have mainly played as a Malkavian so dialog is interesting, but have played as Tremere and Toreadore. That being said, you have to get E to give you certain responses to get into his asking you to look for information. I have sometimes had to go through the discussion more than once to gain the quest. Wish I could remember the exact wording but it is more than his initial talking around the situation. The same goes for the waitress in the diner. You have to get past the health inspector question before you get to the area of asking about Lily. Just keep working at it

assuming your not nossy class, talk to the old bidddy at the diner about pale skins, thinbloods and lily etc.etc and she'll give you items one being a key for the trunk of the car

Yes, you need the book as it contains important information. You may take the tire iron as a weapon if you so desire.

First time only

Only talk to E the first time you ever get to the beach. Gotta do it right first time or it dont work First say 'thats cool. mind if i chill with you?' Then only ask about him and lily, no vampire related questions(this is important). Then say maybe i can look into this. E will then tell you his name is E, bid him farewell and you should have the quest

Note that you gotta do it the first time you ever speak to him. This is only a rough guideline of what to say and it should work

Wink Don't kill random people

I've killed the waiter at the diner before i got the quest, so the old lady never appeared. It did work in a reloaded savegame.

No kidding. By all means, kill random people from time to time just to see what happens, but save your game first so when it blows up in your face, you don't lose everything you've worked for. Anyhow. Thin bloods. Spoilers begin.

In initial dialog, E. may not mention the diner at all. When the first conversation is over, just start a second, and ask where you might find information about thin bloods. Boom.

Now, the diner lady. Ask her about pale girls, then thin bloods, then where did she hear the term, then about a pale girl that may have said it recently. That should get you Lily's stuff, except as others have already pointed out, you're a Nossie in which case you have to steal the purse. You don't have to mention anything about curdled milk, or smells, or any of that stuff. To my knowledge, it gains you nothing to talk of such things.
