How do I get past the room with the spinning blades? The Mandarian says he wants to see how long it takes for me to regen but the door never opens before I suffer final death. what am I missing?

At the opposite end of the mad doctor. There are 3 rooms with bars and behind the bars are power panels. Shoot the panels with you gun while the blades are down by the doctor. This will cause them to stop moving and the door will open.
