SPOILER or BUG??

I just bumped into one of those things I've never seen before, and I know nobody here has posted anything about it, so I thought I'd raise the question. In case it's a spoiler, I've blacked it out.

I was on my way to the Nocturne Theater, and rather than take my normal route, I dropped down a man-hole that I'd never used before (the one in the alley opposite the Hollowbrook Hotel). I found something odd. In the down-town sewers, right in front of the Venture Tower, there is one of the city maps that are all over in the sewers. Unless you're a Nosferatu, typically they're useless, but the one in front of the Venture Tower was wired for a Nosferatu (my PC is Tremere). That is to say, it was the same as the cabbie map, and could be used for transportation. Is this just me?

Oh, and to be sure, I went back and checked. It was still wired for a Nos.

I actually thought that post-Santa Monica, anyone could travel by the sewer maps. At least I recall the maps working in the downtown area. I guess I'll have to test it.

I think I also used the sewer map to change hub, I think I was a Brujah. Went from Downtown to Hollywood or vice versa.

Yea, after you leave Santa Monica you can use the sewer map, ,just like the cab.
