Questions about respawn Enemys

hi, i have a question.
does the enemys i have killed ( Monsters etc ) come back after
a while? or do they stay away, and dont respawn, if kill them.

Some do, f.ex. in the warehouse at the beginning of the game, the two guys at the office will respawn each time you enter the room.

Also later on in the plaguebearer quest(s) the zombies (by lack of a better term) respawn on occasion.

The worst are the zombies in the You Only Die Once A Night side quest in Hollywood. Don't even -try- that one unless you're the MechaGodzilla of vampires.
