No Lift at Hallowbrook

I got the quest to kill sabbat leaders.I go to alley, and the lift is several floors up with no way of getting to it!
Please help as i have got this far and dont want to abandon the game.

you say you definitely have the quest?
Have you visited your haven since getting the quest?

Celaceno is right. All you can really do is make sure you've actually accepted the quest. Return to LaCroix if need be to confirm. If the left is still not accessible, then you're experiencing a bug (and not a very common one, at that). I'd encourage you to just reload from the point before you accepted the quest and try again.
