How exactly do you get from the old hospital entrance, where you talk to the reporter, to downstairs?
I went up the ductwork around the first blocked area, and came out to an area where the only access seems to be a stairway that goes up not down, and it is blocked at the first turn/level up. I'm stuck???

I did look under there, thought there might be something to do there, but It was just so dark I didn't do anything
