I need some help with the game controls

I have some real problems with this game, for the fact that I can not look up and down. It is impossible to select certain objects, not to mention finishing some quests I have. I can't see to find a way to look up and down, is it even possible?

Not possible, nor necessary. For interacting with objects, sometimes you have to crouch (sewer grates), or find the right place to be, or be certain that you don't have some things (you can't pick up a tire wrench if you already have one, for example).

I can't finish the thin blood quest because of it. At the point where I'm at the red car, I open the hood, but I can't get the diary. I've tried standing to read it, and I'll stand then crouch and while pressing E, but I can't seem to read it.

That, I've heard of. It's never actually happened to me, but there was a thread about it some time ago. I believe the solution was to open the trunk, jump, and grab it on the way down, or something similar to that. Are you sure you're close enough? You can open the trunk from a much farther distance than you have to be to actually pick up the contents.
