If you'e done Jack's tutorial, you should've found it automatically (if not, it's a bug). Otherwise, it's for sale in Trip's Pawnshop.

Lockpick

Well, you can find it on the tutorial for free, if you skipped it, you must buy it at Trip's Pawnshop. It's a very important item to have, obviously.
Sorry I just realized that the question had already been answered the very same way. I didn't notice it when I answered. Oh well duplicate answers.

Skipping Jack's tutorial not only makes you go buy the Lockpick, but you'll also miss 2 Exp. It's very important having Exp. and enough money at the beginning of the game, so skipping the tutorial is one of the worst decisions you could make.

If you're sick-to-death of the tutorial (like me), make a manual save right after you see Mercurio entering his apartment at the beginning of the game and never delete it. That way you can skip the intro, the tutorial, picking and reading stuff the first time in your haven and the other apartments, the conversation with the bum and Mercurio's cinematic in future plays, best of all you won't have to spend a long time studying and deciding how to distribute your points at the Character Creation sheet, if you're already happy with them.
