You're in the right place and you've done every step (assuming you've gotten the mission from LaCroix). The boat is located the area directly behind the campfire (just on the water) on the Santa Monica beach (so near E's crew).
The problem is, and this was a stumbling block to many of us, is that the boat is veiled in shadow and, thus, really difficult to see. If you've got Auspex, it might help you find it some. Likewise, Protean might as well. If neither of these work, you'll have basically feel your way around it and eventually try jumping on the surface. It will take you a bit, but keep at it. The problem is that it blends in with the environment. Here's another thread where we discuss this and try to help someone else find it (not sure if it will help you or not)...
