| I don't have an actual fix (sorry... unless somebody wiser than me happens by, it looks like one of those wonderful random bugs we've all come to love about this game), but there's an alternative access to the hotel. I'm not completely sure, where, but IIRC it is possible to access a vent in the parking lot of the hotel which will take you to the upper floors. Look around for a bit, it's not very well hidden. Actually there to allow Nossies (or people like me who don't like the idea of being linked to the murder of a Russian crimelord...) to enter and leave the hotel unseen.
If you don't find it, post here and I'll go look for it, 'k? ;-)

Going to try the vents, see if that helps, but doesn't seem likely. Anyone else have this issue?
