Wow, that is odd. I don't believe there is a cheat code for teleportation. Type cmdlist to get a list of cheats.
Try the sewer route. It may work for all clans. Ultimately, they require map selection too (like the cabs), so I'm not sure if it will just repeat the problem you had before. I can't recall if you need Tung's manual to leave Santa Monica, or to travel between sections altogether. it seems like you might be able to do some travelling by sewers regardless of clan.
You might try preserving your save files and reinstalling the game if all else fails. Again, Planet Vampire or the official Activision site might have more tech help specific forums that can help you in your issues if no one here has any ideas.
