Can't complete Thinned Blood quest

After liberating Lily, I make my way down to the beach. Lily is there (I'm able to speak with her) and so are the others but E is nowhere to be seen. I've zoned in and out several times but to no avail. Any suggestions? Many thanks.

E should be there. You need to speak with him to finish the quest. He sometimes is hanging out near the water (i.e. near the pier). I've not heard of this bug, so with any luck you're just overlooking him.
