You have to delete the hive HKEY_LOCAL_MACHINE\Software\Activision\Vampire Bloodlines
from the registry, and then delete the folder:
C:\Program Files\Activision\Vampire - Bloodlines
That should allow a clean install.
P.S. That will wipe out any indication that the game was ever installed, so any and all patches and so forth are gone, too.
