Beach Bums gone

Seems all the people hanging out on the San Mon beach have dissapeared, and I need them to finish a couple quests. Is this a normal thing or a bug of some sort?

They should stick around until you get VV's quest. And, even then, Julius should be there until you deal with him.

If you haven't accepted the "David Hatter" quest yet and learned about David's secret vampire contact, do so. That might solve the situation for you. Though, I'm not sure E and Lilly ever do return after that point.

Yeah, the Julius quest is the reason I decided to go look for them, and none of them, including Julius himself are to be found

My only suggestion is to make sure you're not overlooking him. Sometimes, they stand near the water, or in the shadows. If not, then its a bug. You might try reloading from before you accept the quest.
