How do I give the young woman in the Blood Clinic in Santa Monica in order to get her recovered.

You should be able to do it fairly automatically. Meaning, you go up to her and the dialogue option to give her blood appears. If that is not happening, that probably means that you haven't learned about "ghouls" yet. Go talk to Knox. He's either in front of the Clinic (if you haven't completed the beach house quest yet), or he's in the Asylum club. When you talk to him, you'll learn about Ghouls and the properties of your blood. At that point, you should be able to go back and feed thegirl in the Clinic.

thanks for the help, also wondering though if this applies to making other characters in the game ghouls.

As far as I know the girl at the clinic is the only one you have option to make into a ghoul.
