Quest trouble in act 4

I've been leveling my Conqueror a little bit recently and have reach Epirus. I picked up the quest titled Among the runes. I'm supposed to rescue all the citizens in the city of Paseron. I found 9 citizens but 2 of them are just outside of the guards sitting by the fountain. I cannot turn in the quest. Any suggestions or help would be much appreciated.

you have to kill all of the demons with their names in purple. Then the citizens return.
