Need help with stat point alocation

PLease help. I want to start a Spirit-(earth or strom) build, but dunno how to allocate the stat points. With is the primary in this build? Intelligence?

If you are making a caster build all of the stat points should go to intelligence, cause it increases elemental damage.
This is my opinion though.

INT increase elemental damage, and Energy Regenaration. So, put all those points in INT.
